Our Core Business
- NOCON offers advisory and support services to companies seeking to establish business in the Ukrainian market. We act as an extension of, or de facto, the client’s marketing department in Ukraine and Norway. We identify relevant associations, expos, and trade opportunities for our clients’ products, and we represent them at these events.
- We focus on sectors where Nordic expertise adds clear value in the Ukrainian context. NOCON identifies, develops, and implements projects in Ukraine that fit client products. We connect stakeholders and act as the hub that ensures the right team is in place to make projects viable.
- Our team has strong knowledge of financial instruments and IFI products relevant to individual projects. We also provide control services and project/construction management to companies and financial institutions engaged in Ukraine’s reconstruction.
- Additionally, NOCON manages client logistics and customs clearance issues for both entry into and exit from Ukraine. Through our extensive network, we provide trusted Government Relations services in Ukraine.

From Interest to Structured Market Entry
Many Nordic companies recognise Ukraine’s long-term potential, but the first steps are often unclear.
The questions are practical: Who should we talk to? Which needs are real? Which projects are mature enough? How do we manage language, culture, compliance, local partners, contracts, logistics, customs, tax and risk in a country at war?
NOCON helps companies move from general interest to structured market entry.

Project Development: Identifying needs, connecting stakeholders, assembling teams, verifying concepts, budgeting, creating business cases, and securing financial instruments and investors.
Cost Verification: Independent verification of logistics, material, transaction, legal, construction, and transport costs.
Construction Control: Acting as a “bank controller” during the construction period by verifying project progress against financing agreements.
Knowledge Base: Establishing a secure database of expertise, networks, and business development experiences in and around Ukraine, accessible only to NOCON staff.
Secondary Services: Facilitating construction projects with Ukrainian partners, supported by Norwegian entrepreneurial resources and international funding, in close cooperation with NUCC and other facilitators.
Funding Opportunities
NOCON assists in structuring these cases and connecting clients with the right financial tools.
Despite global polarization, Ukraine continues to receive extensive international support. While much of this funding is allocated to military needs, there are also significant resources directed toward civilian services and infrastructure.
International financial institutions such as EBRD, IFC, and NEFCO are mandated to support Ukraine’s recovery across housing, energy, social buildings, wastewater, and broader infrastructure. To access this funding, companies must present viable business cases and secure equity contributions to unlock grants and loans.
